Trump's Woke Alarm Overlooks Europe's True Danger: Technological Stagnation.

The recent US security policy document offers a misguided assessment of Europe. The document asserts that open-border policies and so-called "woke" policies represent an grave risk to the continent's identity. Yet, this perspective is based on a serious misreading of the situation. The true challenge confronting the EU is not cultural but economic and technological lag.

The Stark Economic Divide Separating Europe and the US

The data reveal a stark picture. From 2008 and 2023, US GDP grew by eighty-seven percent, while a mere thirteen and a half percent growth for the EU. During this time, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now has a greater average income than major EU nations like France and Italy.

Today, about half of the global 50 largest technology firms are American, while a mere four are European.

The Innovation Shortfall: The Core Problem

This widening economic gap stems from superior efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of global tech leadership is decidedly American. In the last five decades, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus just 14 in the European continent.

This gap raises a pressing issue: In the race for future industries like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely agree it is essentially a contest between two between the US and China, with European nations entering at a significant handicap.

Root Causes of the Continent's Innovation Gap

Several key factors account for this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. The EU still lacks a true capital markets union, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A US startup can introduce a service under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have begun to propose substantial change. Notable reports on EU competitiveness and the single market point to the need for sweeping changes.

Given appropriate policies and rule changes, Europe's strengths might enable far greater degrees of commercial innovation.

The continent still possesses considerable strengths: high-quality workforce, excellent education systems, and premier research institutions. Alongside a large internal market and high savings rates, these elements could unleash a new wave of venture creation.

Importantly, even if the EU does not take the lead in creating next-generation tech, it can still significantly increase economic output by adopting and adapting advancements from elsewhere.

A Critical Juncture

Europe now stands at a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. But, if it fails to take bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
